My administration will make Kansas a national leader in combating this crisis, drawing on proven legislative models from states like Florida, Iowa, Georgia, Arizona, and Missouri, while introducing robust anti-grooming laws to prevent exploitation before it begins. We will leave no stone unturned, from rural counties to urban centers, to ensure every Kansan is safe.

  • Strengthen Anti-Trafficking Legislation:
    • Introduce a Kansas equivalent to Florida’s HB 1545 (2024), which enhances penalties for trafficking minors, mandates victim restitution, and funds prevention programs. Propose felony charges for first-time offenders and life sentences for repeat offenders or those targeting children under 12.
    • Model Iowa’s HF 2602 (2024), expanding mandatory reporting requirements for suspected trafficking to include educators, healthcare workers, and community leaders, with training programs funded through K-DOGE savings.
